CADE advocates for non-speaking individuals at local, state, and federal levels.

Our advocacy includes:

  • Educating policymakers on presuming competence

  • Challenging speech-based eligibility and access barriers

  • Supporting inclusive education and communication policies

  • Partnering with disability advocates and organizations

  • Elevating non-speaking voices in legislative and regulatory spaces

We believe policy should reflect what non-speakers have consistently shown us—that competence does not depend on speech.
